Bro, if you are knowledgeable about the current car import market, you would know that there is a VERY significant difference between "Tax Paid" and "FULLY Tax Paid". Tax paid can mean that you only paid the minimum customs fee (normally 120k) while FULLY tax paid means you have declared the car correctly (not undervalued) and has undergone CORRECT customs assessment (normally more than 200k taxes, can reach up to 400k depending on the ACTUAL book value of the car).
HPG/PASG will impound your import vehicle even if it is "tax paid" if its not "FULLY tax paid" as per your Customs Payment certificate.
