History
The Philippine Government issued Philippine Treasury Certificates (Victory Series 66) commonly known as Philippine Victory Notes, in 1944. These currency notes were for use only in the Philippines, which at the time was a dependency of the United States, and were obligations of the Philippine Treasury. The 500-Peso Philippine Victory Notes were demonetized by the Philippine government on December 31, 1957, and were withdrawn from circulation. At that point, other denominations of the Philippine Victory Notes (Victory Series 66) were no longer regarded as legal tender but could be exchanged or replaced at par, without charge, for legal currency until July 30, 1967. After that date, Series 66 was considered demonetized.
When U.S. Forces commanded by General Douglas MacArthur landed on Leyte Island on October 20, 1944, they carried with them Philippine Treasury Certificates (Series Number 66) with VICTORY boldly overprinted in black on the back. When the Central Bank of the Philippines assumed financial control of the republic in 1949, a new issue was created by overprinting the VICTORY notes with CENTRAL BANK OF THE PHILIPPINES in red thus creating an interesting double overprint. These double overprint notes are not considered military issues.
Identification and Payment
I am buying two types of PVN, all denominations. Also listed are the pre-Victory Philippine Peso notes of 1936 and 1941. Serial Numbers begin with D, E, or F. Replacement notes are indicated by a star prefix to the serial number.
- 1944 PVN (1) a blue seal, (2) the words "VICTORY SERIES NO. 66" on the front, (3) no date, (4) a serial number beginning with "F" (or a star), and (5) only the word "VICTORY" overprinted in black on the back. Payment is 15 to 1 for these. That's 15 times PVN face value.
- 1949 PVN will look exactly like a 1944 PVN, but with an additional overprinting of "CENTRAL BANK OF THE PHILIPPINES" in red on the back. Payment is 1 to 1 for these.
- 1941 Philippine Peso(s) (1) a reddish-brown seal, (2) the words "SERIES OF 1941" on the front, (3) a serial number beginning and ending with "E" (or a star), and (4) no overprinting on the back. Payment is 15 to 1 for these.
- 1936 Philippine Peso(s) (1) a reddish-brown seal, (2) the words "SERIES OF 1936" on the front, (3) a serial number beginning and ending with "D" (or a star), and (4) no overprinting on the back. Payment is 15 to 1 for these.
Payments are divided as follows:
- 60% to the Holder/Owner
- 10% to Sell-side Intermediaries
- 10% to Buy-Side Intermediaries
- 20% as Buyer's Discount (covering authentication, banking fees, overseas shipping, insurance)
Makati Test Buy
Seller must present in Makati ten (10) consecutive notes of each denomination, a total of seventy (70) notes. These will be authenticated by a professional. This is a 24-48-hour process. The denominations are:
1 Peso
2 Pesos
5 Pesos
10 Pesos
20 Pesos
50 Pesos
100 Pesos
The total face value of the test buy is P1,880. A receipt is issued with my US Passport Number. Within 48 hours, the Seller is paid P28,200 (or else the failed notes are returned, no questions asked).
After a successful Test Buy, the remainder of your collection can be presented anywhere in the Philippines for full purchase.
500-Peso notes were also printed, but are very rare. Yes, I am interested in these as well.
Mintage Figures
These numbers are the totals for Series 66, less the number assumed to have been overprinted "Central Bank of the Philippines". In other words, these are the 1944 PVN figures (many of which were redeemed and destroyed before July 30, 1967). So, please don't try to offer more PVNs than are known to have been printed.
