 BST - BASIC SAFETY TRAINING (also known as SOLAS or the International Convention for Safety of Life on Seas STCW95) for new Seafarers. This is a prerequisite for applying for a Seaman's Book or SIRB (Seafarer's Identification and Record Book) from the Maritime Industry Authority (MARINA).

After completing the BASIC SAFETY TRAINING, you will receive a COC (Certificate of Completion) which you will need to show to the MARINA Office before you can be eligible for SIRB (Seaman's Book) application.  Please check all the MARINA requirements for SIRB eligibility below.

Course Fee for Basic Safety Training Course (BST):  PhP 5,000.00

Fee includes:

1.  Basic Safety Training Course Seminar - 7 days theoretical and practical exercises

2.  Practicum - 1 Day simulation activities - hands on firefighting and survival techniques

3.  Basic Safety Training Manual

4.  Certificate of Completion for Basic Safety Course Training - very essential in applying for Seafarer's Identification and Record Book (SIRB/ Seaman's Book) from MARINA and Seafarer's Registration Certificate (SRC) from POEA.

5.  NAC - National Acceptance Certificate (additional P400.00 to be paid to OWWA), to be picked-up from the Training Center after 60 days.

For provincial trainees, you need to find a place to stay for 12 to 14 days, specifically in Manila, anywhere accessible to Kalaw Avenue in Luneta, where the training center is located.  The 12 to 14 days shall cover the 8-day training period and the application for Seaman's Book from MARINA.

MARINA (Maritime Industry Authority) GUIDELINES FOR SIRB APPLICATION:

 The following documents shall be submitted upon application for the issuance of SIRB:

5.1 New Application 

5.1.1 Birth Certificate duly authenticated/issued by the National Statistics Office (NSO) or Valid Passport. In the

absence of a Birth Certificate, a passport or an affidavit executed by two (2) disinterested persons, attesting to the

circumstances of the birth of the applicant (name, date, place, etc.) shall suffice.  

5.1.2 NBI Clearance (for travel abroad or local employment, as the case may be). Police and Barangay clearances can be

accepted in lieu of NBI clearance for domestic fishermen  

5.1.3  Basic Safety Course Certificate; (Elementary First Aid, Personal Survival Techniques, Basic Fire Fighting, Personal Safety and Social Responsibility)

5.1.4 Two (2) latest colored head photographs with white background, 3.5 cm x 4.5 cm, uncapped, signed by the

applicant at the back. For ship officers and graduates of BSMT/AMT/BSM/AME, the appropriate uniform and

corresponding shoulder board must be worn. Other applicants should wear shirts with collar;(Photos shall be taken at the processing office - no need to bring)
