I can explain kung bakit effective siya..

Basically, capacitor lang siya..and ang gawa nya is cancel out the inductive load...kasi ang meters natin,nababasa nya yung apparent power...which is the total power or reactive + real power...yung creative is a combination of both inductive need capacitive...although capacitive power cancels out the inductive power..

ang load ideally should be resistive para maximum power transfer...pero dahil sa nature na ang appliances natin eh puro inductive yun...may coil ika nga...

analogy: Bumili ka ng draft beer..you are paying the whole glass of beer pero merong mga bula..ang Bula eh yung ang reactive power...

Pero bakit hindi siya effective sa ibang bahay:::

Take note....Yung mga load ngayon eh napaka efficient na talaga...yung mga CFL na bulb eh di na kaylangan nyan...pero kung yung mga flourescent at mga aircon na load.. washing machine, electricfan...sulit ka sa kanya...

 pero minsan lalong lumalaki ang kunsumo pag nagkabit ng power saver...eto ang napansin ko...nasa pag-iisip yan...Kung magkakabit ka I suggest na walang nakaka-alam...bakit...tendency is iwan bukas ang ilaw,or gamitin ang aircon na mas matagal kasi nga meron na tayong power saver..
