Look on www.independent.co.uk news.  Thomas Culhane's project about 'Turning Trash into Treasure and Keeping it Green in Cairo' Look on thomasculhane.co.uk and you will see his projects all over the world in Developing countries.

This problem in Cairo is similar to ours in Philippines. So Biogas system can not eliminate pollution completely (motor cars, factories, motor bikes' smoke etc the major contributor to pollution is yet to be remedied) but healthwise especially vermins, and billions of flies and mosquitos which spread diseases.  First the govt should subsidize on proper toilets for the poor instead of it floating on rivers, establish a recycling bin for each community; this will reduce flies and mosquitos, establish a proper canal system for sewage; this is where the major common diseases spread during monsoon and where flies and mosquitos BREED! The 'smokey mountain' hopefully will disappear!

Recycling BINS are a MUST and ordered to be used by local councils in Western countries. Even garden waste from trimmings is turned into compost peat and sell it to the public! If they can do this why cant we?

I have to agree with you that this is something that we must undertake to promote better health and good hygiene. However, knowing that our country is faced with a lot of problems, not just specific to health concern and financial constraints, and throw in the corruption that we ve even in the local government, I doubt if this is something that can be in place anytime soon. .
Nonetheless, though stirring in a slow paced, I feel that the government is still doing a descent job in resolving health and sanitation issues.
I guess one area that the government should look into is to cascade their programs in barangay levels. Barangay officials should be proactive in implementing health measures. Things like but not limited to, discarding all unwanted items getting gathered around the living area to avoid the breeding of mosquitoes, keep the water stores clean and closed, clean the surroundings, etc. are some preventive measures that can be proactively done in the barangay.

Helo time Traveler! Sabe ko na nga ba You must be from abroad I mean you are not in Pinas. You see this three points; over populated, no job and if there is one its not enough to maintain  even small family with adequate housing, no sanitation implementation regarding rubbish whereby anyone violated the law will be penalized or imprisoned (that will be the day!). nakakahiyang being a Pinoy sa ibang bansa pag may baha dahil Vida sa news ang Pinas with all the floating garbage on the river and roadside!

This dilemma that Juan dela Cruz is facing right now is an expansive problem. The government alone cannot, in a short time, address this.

Unemployment, housing problems, crime & security, waste disposal, floods, corruption and the list goes on and on are debilitating to us.

While we can’t rub out this issues, not at least for the time being, but I guess; we as a Filipino whether you’re living in our beloved country or abroad should do our part to help our country.

A small step going forward is still a big leap if all of us do our share.

In the end, I still hope and pray that someday, this entire predicament will be over.

I’m proud to be a Filipino.
